Women, peace, and security at NATO

Welcome to a research talk with Dr. Stéfanie von Hlatky about how NATO has integrated the women, peace and security agenda in policy development and as part of its military activities.

In 2024, NATO adopted a new policy on women, peace and security at its 75th anniversary summit in Washington. This new policy was intended to reflect the changing international security environment, especially after the invasion of Ukraine in 2022. During the Washington Summit, NATO Heads of State and Government reiterated that "Gender equality and the women, peace, and security agenda are integral to sustainable peace and are a reflection of our core values and priorities".

Reflecting on these latest developments and sharing findings from her recent book Deploying Feminism: The Role of Gender in NATO Military Operations (Oxford University Press, 2022), Dr. Stéfanie von Hlatky will explain how NATO has integrated the women, peace and security in policy development and as part of its military activities.

By providing a deep dive institutional analysis, she examines the strategic, operational and tactical consideration that play into gender-based analysis in military contexts. Dr. von Hlatky also addresses the representation and participation of women in the military and how NATO lacks concrete mechanisms by which to achieve its goal of having more diverse armed forces.

More about Stéfanie von Hlatky

Stéfanie von Hlatky is the Canada Research Chair on Gender, Security, and the Armed Forces, Full Professor of Political Studies at Queen's University, and Fellow with the Pierre Elliott Trudeau Foundation.

She previously held positions at Georgetown University, the Woodrow Wilson International Center for Scholars, Dartmouth College, ETH Zurich and was a Fulbright Visiting Research Chair at the University of Southern California. She has published over 50 articles and chapters, including in the Canadian Journal of Political Science, Contemporary Security Policy, International Affairs, International Politics, the Journal of Global Security Studies, Armed Forces & Society, International Journal, the Journal of Strategic Studies, European Security, Asian Security, as well as the Journal of Transatlantic Studies.

Her latest books are Deploying Feminism: The Role of Gender in NATO Military Operations (2022) and a co-edited volume, Total Defence Forces in the 21st Century (2023). Overall, she has published two books with Oxford University Press, as well as five edited volumes with Georgetown University Press and McGill-Queen's University Press. She is the founder of Women in International Security – Canada and the Honorary Colonel of the Princess of Wales' Own Regiment.
